		<description>Thanks.  It's not only that they aren't enforced, but that the women, by virtue of being sex workers, are also branded as criminals.  It's just a never ending cycle, ya know?</description>

Given that there are already laws against slavery, battery and rape, and those laws aren't aggressively policed and enforced when it comes to crimes against sex workers, I can't see how another law would make a difference. 

Another *attitude* would make a difference.</description>
